The Coppermine distributable I downloaded and installed comes with a file that spells out its license agreement. It is based on the GNU GPL version 3 with three additions allowed under the GNU GPL terms. (a) No warranty, (b) keep the footer at the bottom of every page generated by the package, and (c) notify the web-site visitor that the package has been modified.
